Queen Cell Presence

I have a colony with 3 layers (3 hive boxes in 1 colony. There are at least 3 frames already drawn with combs but 90% t0 100% empty. That is how much the colony still has for availability for egg laying. But I saw 2 small queen cells very close to the bottom and side edge (almost at the corner) of the frame. The queen cells are empty but it looks like it is being stored by bees with white like substance probably royal jelly. The whole is at the bottom of the cell. I did not destroy them for fear that the original more than 1 year old queen might have died recently. But I still saw eggs. Will they swarm? Should I destroy the queen cells?
